Besim Bey, full name Mehmed Besim Bey born in 1828 in the Ottoman Empire was an Ottoman public administrator and politician. He was also a lyricist author. Besim Bey was the son of vezir Ali Rıza Efendi. He was accepted into the Chamber of Mektubi-i Sadr-ı Ali at the age of 12. In 1854, he was appointed a secretary at the Ottoman Ministry of Foreign Affairs and following that, an Assistant to the Ottoman Minister of Justice; He became a member of Meclis-i Vâlâ and the Council of State; and head of the Office of the Palace. In 1872, he was transferred to the Istanbul Municipality as head of the Reform Department of the Council of State.
